The north fountain before the start of ceremonies on Sunday. A bill in Congress would transfer ownership of the memorial to the federal government and provide $20 million a year in financing
A bill introduced on Friday by Daniel K. Inouye, a Democrat from Hawaii, with New York’s senators, Charles E. Schumer and Kirsten E, as co-sponsors, would clear the way for the federal funds.
It calls for the foundation that operates the memorial and the museum, which is scheduled to open in a year, to turn over the title to the site to the National Park Service. How involved the park service would be has not been decided, but Joseph C. Daniels, the chief executive of the memorial and museum, said he expected the foundation to continue to run the site.
